The construction work in the foreground is of the European China Centre Rotterdam [Rotterdam Katendrecht used to have Europe’s very first China Town]. Construction started in 2010, but came to a standstill a year later because of the withdrawal of a Belgian investor and the lack of goverment decision-making concerning residence permits for Chinese investors.
